How do I sell CS2 skins for cash?

Why can I not cash out straight away?

How much does Steam keep if I sell on the Community Market?
Steam adds a 5% Steam fee and a 10% game fee for CS2 on top of the seller price, so the buyer pays about 15% more and the seller keeps roughly 87% of what the buyer pays. The proceeds are Steam wallet funds, which cannot be withdrawn as cash.
